Steve Judd, 62, said of proposed chicken regulation. Mr. Judd, who lives in West Toledo, has a homemade coop and chicken run of about eight feet wide by 18 feet long for his three hens on his property, which is two city lots. He keeps the three Barred Plymouth Rock hens for eggs.
