Please allow me to clarify the issue. In 1983, the federal government passed the Windfall Elimination Provision. It was perceived that public employees who also worked a period of time under Social Security were somehow receiving a windfall when they retired and drew Social Security benefits, if they contributed to the fund and if they qualified. Allow me to inject my own personal experience.
