This Blade archive file photo, dated May 23, 1950, shows Dr. Phillip Cohn, left, and assistants, Dr. Jose Siero and Dr. Jack Wu, looking at a chest X-ray at the William Roche Memorial Hospital in Toledo. The facility was referred to as a tuberculosis hospital and was having difficulty finding trained American chest doctors on its available budget. Few doctors specialized in chest diseases because of the comparatively low pay, making it necessary to hire foreign doctors. But Dr. Siero, from Nicaragua, and Dr. Wu, from China, were ruled ineligible to be staff physicians at the Roche Hospital. The Ohio Civil Service commission determined that the two men could not be doctors at the facility because state law required staff members of a county institution to be both U.S. citizens and graduates of a Class A medical school eligible to be licensed in Ohio. To get around the ruling, the hospital board designated the two men as “medical secretaries” reporting to Dr. Cohn, who was the hospital superintendent. The medical secretary position was a classification exempt from civil service oversight. The hospital planned to ask other tuberculosis hospitals to join them in Columbus to address state lawmakers and ask to have the rules changed. William Roche Memorial Hospital was funded by a 0.3-mill real estate tax levy. On average, it had 183 patients.

Volunteers from the law department of Dana Incorporated sponsored and hosted a community cook-out at the community center. Members of the firm also helped repaint the interior of the center. Joseph Habib, Executive Director of the St. Paul's Community Center, said the organization serves more than 111,000 meals each year. They are open seven days a week and provide counseling and other services to those in need, as well as shower facilities. "We have a lot of people who come in who are distanced from community services," he said, adding, "Our goal is to help them."
